There has always been skins - word you felt the need to repeat multiple times - locked behind the gemstore, this is from day 1 and before you started playing; You can pay around 100g right now to have a mount unlocked; Only legendary gliders can be earned in-game and these came out long after HoT launched;
This method benefits ANet. So, if any achievements were to reward us with mount skins, they should be incredibly basic. Something that barely passes as a mount skin and gives us motivation to want to collect more skins, thereby encouraging us to use the gemstore. Mount skins, like chairs, are purely cosmetic.
This mount skin can be dyed. It has 4 dye channels: lower part of the body, upper part of the body, stripes and the saddle straps (affects unique animation colors too). I don't think it's likely though. The only in-game glider skins we have are bundled with a matching legendary backpack. The only in-game outfits we have is the Hexed one (any others are only available via BL statuettes or indirectly from the gem shop, the original source of the tonics that can be converted to outfits).
