The Velaryons are not a Dragon Lord family, and as such, they do not have a natural bond with the dragons. Laenor can ride a dragon because his mother, Rhaenys, is a full-blooded Targaryen, and he has inherited her bond with the lizards. We’ll see in House of the Dragon season 2 that plenty of Targaryen bastards can also fly dragons.
Following the reveal that Jon Snow is a Targaryen heir, it's looking likely that he will become the third dragonrider in Game of Thrones season 8. Season 8 of Game of Thrones is almost here, and with one of Daenerys' dragons still without a rider, there's plenty of reason to believe Jon Snow will mount Rhaegal - the dragon named after his father.
