When you unscrew the cap under the hood it breaks the data line to the port under the dash. The cap has a jumper in it, when the cap is on the same data goes to the in-car port. A generic scanner scanner will read all of the codes that you can read under the hood. Some problems have to happen 3 times, maybe more, for the CEL to come on.
